This final rule amends the test procedure for television sets to incorporate by reference the relevant updated industry standard. The Department of Energy ("DOE") has determined that incorporating the updated industry standard (ANSI/CTA-2037-D, "Determination of Television Set Power Consumption") will result in a test procedure that is more representative of the average energy use of television sets. DATES: The effective date of this rule is 14 April 2023. The amendments will be mandatory for product testing starting 11 September 2023. The incorporation by reference of certain materials listed in the rule is approved by the Director of the Federal Register on 14 April 2023. This final rule and the notice of proposed rulemaking; request for comment notified as G/TBT/N/USA/677/Rev.1 are identified by Docket Number EERE-2016-BT-TP-0023.
